Joseph takes a seat in the tavern and seems to be scribbling notes furiously on a scrap piece of parchment. "Setting up a government is hard." he mutters aloud. As he writes down numbers and subsequently crosses them out, he looks about absentmindedly as though expecting someone.

Myrddin walks into the Tavern open book in hand writing down notes he seems deep in thought. When he hears Joseph's exclamation it startles him and makes him look around the Tavern. He observes Joseph sitting at one of the tables within the Tavern.
He taps his quill below his chin
"Government?", he says in a puzzled tone.
Myrddin looks curiously towards Joseph having peaked Myrddin's attention. He puts his book and quill back into his pouch on his hip.
"Yes, I'm working to put a town council of sorts in place to establish and enforce laws within New Haven. I'm leaning towards a vote by group representative based on number of people in an organization, but I want to make sure there is a balanced number of votes without making it impossible for new groups to form. I know this sort of thing has happened before and failed, so I'm trying to strike a balance to get people to compromise on some hard line issues. Any thoughts?"
Aleena shortly after being outside, shivers as the achy mesh door closes behind her, entering the tavern. She was making her way to the back kitchen and over hears the two of them talking about a 'Council'....
Immediately she freezes in place and winces. The little white priestess's hand very carefully cups her empty mini tankard and gives a very concerning look at this,...individual.
"...Do know, " interjecting near by, "that not only the past council -failed- miserably,...but it costed someone's life. Power in the wrong hands, can be exceedingly deadly, even vith good intentions. Creating executions, pressing issues, and influence. Do not make ze mistake of giving power to a short small group just because they lead others,....many of us are not in guilds or in any group. So you are cutting off alot of voices by picking group leaders only.....which I feel is wrong. "
"There are many who've been around for a long time with experience but part of no leading house. And many of ze us who do not feel comfortable on who exerts power over ze others. Who has ze right to overrule others? None, for there are too many cultures and races in thiz town. Voting also haz immensely, IMMENSELY failed when a loud individual hand picks the few choices to choose from and manipulates ze crowd in voting....." knitting a brow.
"It vas voting dat killed defenseless druids. And voting that let dangerous Norrats free......all because zomeone's underhand to play devil's advocate. Voting can be manipulated too..."
" And as of now, there are high-tensions as to who haz control between groups,...something that I am not a part of, but I am aware of it. You are taking on more than joo can chew....."
She closes her eyes.
"So,.... I warned you, do not encourage a council. Allow everyone to vote together, carefully, with time to digest it, allowing debates on bigger issues and compromise yes,....but no small secret groups, no decisions made by a special small group. And no long hours of decisions before ve are pulverized in ze battle, risking our lives on poor fast decisions that were immensely risky. Every voice must be heard. I strongly speak against a council. Voting ze entire town in Laws yes, Council. NO. "
Aleena held her cup close to her chest, recalling a painful memory.
"I....vill not have another Council again. Not again! Enforcing others to follow or else. Casting magic against each others without fair trails, pinning friends against each other, placing laws without thinking them throughly, placing others in power....hurting others. Please! NO COUNCIL!" shaking her head.
"No one should over rule others and make decisions vithout consent that affect ze them! Follow your own guild leader if joo must, have a fellowship that invites everyone. ....but no Council. I will not have another Rothe incident again! My heart can not handle it......"
She departs in to the kitchen, feeling shaken up with a hand against her heart...
"For all the love and light of my Eldest Inil,...please, no Council." she lamented.
This morning was filled with too much emotions, now recalling that horrid time back then just drained her, she needed to take fresh air.
She leaves the tavern shortly after her quick interjection.
Raising an eyebrow to Aleena's concerns and calling out to her as she leaves"Would you rather have a civil war like what almost broke out between the Grey Legion and the Church of Noctal? Because that is where this place is currently heading without a system of government. Those not in a group will be represented, I just have to find a good way of speaking with everyone that isn't affiliated with a group. This is to get a few basic laws in place that the majority can agree on so we can get by on a day to day basis without trying to kill one another over perceived crimes. I am aware of what happened with the last council that was put together and that's why this will end up being more of an extension of how the Pheonix charter is operating."
